Planned Order-Transfers should not consider Planning Time Fence

Summary:

We have unconstrained plan. Planning time fence is defined as Item total lead time. But that lead time is specific for the Suppliers only. Because of Planning Time Fence, Planned Orders of Transfer type are also being suggested outside the Planning Time Fence (Item Total Lead time). Users don't need to wait for the lead time to transfer the goods between internal orgs.

How to make plan suggest Planned Orders of Transfer type within Planning Time Fence?
