Is there another way to limit access to a learning item other than using a community?

Summary:

We've been presented with a requirement from our content contributors to limit the access to learning items to specific audiences. I know that this can be done through closed communities and by updating the course-level default access settings to defer to the community; However, there is a great deal of manual upkeep to ensure the community roster stays accurate. Is there a way to limit the access to a learning item by leveraging HCM user data? For example, only users in XYZ department can see this training or only users in ABC location can access this training?
