Reconfigure Multiple Child Models in System Configuration Using Collaborative Quoting

Use Case:
System Configuration setup such that child models are configured. As part of workflow users who are responsible for their model need to reconfigure the model once it has been initially configured. Only one user would be in a child model at one time but multiple users might be reconfiguring separate child models on the same System Configuration. I've seen this done before but with our current implementation when a user reconfigures a child model then all of the other child models get locked and other users are not able to reconfigure the other models.
