Quality Inspection is not mandatory

Hi, our client has around 500 items in received status. Due to challenges with Inspection (we are using Quality Inspections at receiving), we are seeking ways to put away these items so that they can be available to downstream processes. Noticed the following while testing

(a) Without inspection plans, system does not allow to progress Inspections under 'Inspect receipts'. However, see the same record is available at same time in 'Putaway receipts' and can be Putaway. The receipt Routing is 'Inspection Required'. Is this a bug?

(b) With inspection plans, we can do Inspection for items under 'Inspect receipts'. However, see the same record is available at same time in 'Putaway receipts'. and can be Putaway also. The receipt Routing is 'Inspection Required', is this a bug?
