Unable to create project labor cost for person with Nonworker person type

I was unable to perform following tasks for a person with Nonworker person type:

• Cannot enter project labor cost, person record not showing in ADFDi template
• Cannot assign the person as project resource as person record not showing up on Manage Project Resource page
• Cannot add to a rate schedule as person record not showing up on Manage Rate Schedules page

I was only able to use employee or contingent worker person records for above tasks or activities.

Please let me know if this is expected behavior.
