PER_EXT_SEC_HISTORY_ORGANIZATION_UE Creating duplicate rows for HCM Extract

I need to capture the past, future and present changes of department changes via hcm extract. For this we can use PER_EXT_SEC_HISTORY_ORGANIZATION_UE root UE but this is generating duplicate rows for the same effective start date, does anyone have any sample extract using this UE as root UE ?
