Future Hire Termination - Approval issue

Hi Experts!

We have seen that, when the employee is hired as of a future date and termination is done as of that future dated hire date itself and is routed to HR_REP (representative) it throws an error. But when a promote transaction is done for a future dated employee and is routed to the same HR_REP, it doesnot throw me an error which it supposed. Is this an expected behavior? Please share your thoughts?
