UOM non-editable for two UOMs same item from a BPA

a)BPA created for the same item: Line-1 with UOM as each and Line-2 UOM as Dozen.
b)Creating a manual PO-UOM each is defaulting after entering the item and is non-editable.

c)In the edit option, the negotiated flag is coming as checked.

d)We want to select the UOM while creating the PO.
