Project Billing is not required but Revenue Recognition required within Oracle fusion PPM

Summary:

The client is into the Healthcare Industry. Here business is getting donations to perform certain activities (Business will create them as a Project).

Here business will not bill anything to customers (who has given donations), but the business would like to recognize revenue.

How to handle this scenario except creation of Dummy Invoice and Receipt.
