Error in FBDI(Inventory Transaction Import)

Summary:

We are trying to create account alias issue for an item using FBDI. The item quantity is available for transaction in system but still it is not letting us reduce the qty.

Ran the SQL query:

Select * from INV_TRANSACTIONS_INTERFACE where ITEM_NUMBER = '200106975 '

Result:

ERROR_EXPLANATION:
The value provided for the Item attribute is invalid because the item is not transactable, not shippable, or not defined in the organization.
ERROR_CODE:
INV_INVALID_ITEM

I want to know the exact reason why it is not letting us perform account alias issue on this item.
