BPM Workflow Project Administrator is granting access to withdraw workflow

The BPM Workflow Project Administrator role is granting access to the "Withdraw workflow" function. However, this role also provides additional super access which extend beyond just the withdrawal function. This poses a challenge when we attempt to assign this role to a project administrator role due to the extensive permissions involved. Any one have any idea how to get access withdraw workflow besides from BPM role
