How to update Bargaining Unit via HDL

I'm unable to update Bargaining Unit via HDL. No problem updating other fields like Worker Category for instance. Take the following example… loads 100% with no errors with Worker Category updated as expected, however Bargaining Unit remains unchanged. What am I doing wrong?
