Production Scheduling takes alternate resource instead of Primary resource

Summary:

HI,

We have two resource- One Primary resource A and alternate Resource B. Only if the Primary resource is not available the alternate resource needs to be considered. But unfortunately, even when the Primary Resource is completely available its still taking Alternate resource . Primary resource is being used till July 28th. Post that, its taking only Alternate resource eventhough the Primary resource is still available.
