How to Make Payroll Time Type Read Only

Summary:

We are looking to make the a specific payroll time type read only for all users (employee, line manager and time and labor manager). We have configured the time type on the time entry layout component to not be enabled and read only for all levels of users, but when the entry is generated on the timecard admins are still able to edit the row. Is there a way to have a specific payroll time type be read only? (i.e., Holiday)
