Why Service Administrator by default have no access to tasklist in smartview?

Hi,
It's weird that Service administrator doesn't by default have access to tasklist in Smartview. I found Oracle Doc ID 2471060.1. But don't understand WHY for a Service administrator? It's ridiculous.
