Is there any way to convert many RFI from different BU into one shared RFQ or Negotiation

In our Oracle Fusion Cloud implementation projet we have a particular business requirement. The client is having different BU and Inventory Organizations and wants to optimize his procurement and purchasing activities and costs across the whole structure.

We need then to allow each entity to submit its needs (not as a requisition). So that we can gather all them across the business and then consolidate/convert these needs into One RFQ/Negotiation to be done by one entity on behalf of the others.
