Recommended geography

Summary:

We are from Brazil and we have a project that has other countries. Therefore, we need the most up-to-date geography. What would be the recommended geography for the following countries: NETHERLANDS, BVI (Virgin Islands, British), USA, INDIA, PANAMA and LUXEMBOURG?

In the countries Panama and BVI (Virgin Islands, British) there is no pre-definition in Oracle to use the "Import Geography Data" option. Because of this, we must upload a file for these countries. The other countries mentioned allow the option, but I would like to know if it would be the best practice or if it would be better to upload a file with the updated geography as well?
