Transfer/ Employment Change - not possible to move the person to core

Employee is employed as an intern until End of September 2024. Since this is a fixed term contract, the exit date is set in Oracle already. By October 1st he´s changing his employment to a part time contract. If we create an offer, the only available option is “add pending work relationship”. We would need a transfer, but there is no option available. Even if we continue to process with the only available option, it´s not possible to move the person to Core. The option “move to HR” is not available. We have no re-entry because the employee would only be
