Is it possible that the Supply Order for a B2B flow does not take into account the available GOP?

We have a business case where a back-to-back flow for internal material transfers (IMT) is going through OM and supply orders are generated when there is no material available or when there is partially available in the origin warehouse, but our customer wants the supply orders to be generated for the entire quantity requested, no matter if there is partial or total availability in GOP of the origin warehouse. In other words, the customer always wants to send to manufacture all the quantity requested in the order by the customer or sister company for its make-to-order products.
Is there any rule, parameter or configuration that allows to ignore the available quantity of the GOP for a back to back flow?
