Pipeline StartPeriod and EndPeriod Variables

Summary:

We would like to use Substitution Variables set at the application level to drive the date values for the StartPeriod & EndPeriod integration from ERP to EPM/PCM. The interface will not store the SubVar as the default, which would allow us to have a global value for all pipeline integrations.
