Do the End Users Need to have Access OIC if they want to approve or reject

Hi All

Do we need to provide access to OIC for the End user if they want to trigger the PCS workflow from VBCS page

scenario is we have deployed VBCS page(PCS mapped) Live URl in Fusion through sandbox once user open fusion he will do transaction from the page there that user need process Owner role if i want to assign his user to process owner then he need IDCS mean OiC right.
