Can we create adhoc amount taxes to add other charges on PO and Invoice

Summary:

Business requirment is to create transaction tax with adhoc amount (Not %).

Base Amount: 5000

GST: 18%

Now business want to add one more tax with adhoc amount where user can go on transaction and amount on that tax line. Is that possible to configure.
