Why Project classcodes not defaulting from Project template, when we do enabling project PEM-PFM

We have a scenario, where we creating the Projects in PEM and enabling for those projects in PFM.
While we enabling in PFM we will provide the project template. In Project template we have provided the classification with class codes. Those class codes are not defaulting.
As per Oracle Documentation, it is mentioned that, only few attributes are default. those are below.
Project Status
Project Unit
Project Type
Project Currency
Project Functional Currency
Planning Project Flag
Business Unit
Legal Entity
Created From Project
Work Type
Service Type
Budgetary Controlled Flag
Rolls up the labor resource effort and expense amounts to the lowest-level financial tasks, obtains the summarized resource planning information for each lowest-level financial task, and maps each resource against the primary planning resource breakdown structure.
