'Your enrollment is pending approval' message on waitlist

We are on 24B.

While testing waitlist functionality, found that 'Your enrollment is pending approval' on Waitlisted employee.

Is this correct behavior? This is a bit confusing and can mislead the user.

It shouldn't be pending approval until the spot is available to user.
