How can we add cost on the basis of fixed amount?

How I can add source project to target project on the basis of "Fixed Source Amount", I'm trying to do so but unable to allocate cost successfully.

Basically I'm selecting prorate as basis method, under Rule Components select "Actual Amount" from basis category and "Total Raw Cost" from Basis Amount Type.

Is there any correction on the above condition? Please let me know.
