VBCS application timezone is defaulted from device Operating system, can this be defaulted to UTC+4 always irrespective of OS time zone

Users can change the timezone in laptop/mobile , we want the user to allow booking for future days only . If user changes time zone , the date can be preponed to previous date .. allowing the users to submit the booking requests for previous days. Is it possible to default to timezone irrespective of device time zone.

Can we set time zone in app module, instead of using converters for each date component being used
