Transfer Order changes (Update/Cancel) to be interfaced to external shipping application

Summary:

We have an even to interface the transfer order details to the external shipping application when the TO is created.

But if there are any changes in the quantity or dates in the Transfer Order Or If the line is cancelled then how can we have these changes interfaced to external shipping application?

The events doesn't seem to be working for Update and Cancel actions for the TOs.

Can you please advise if there are any work arounds to achieve this requirement?
