The first rebate … $500 Tax Rebate for professional services

The first rebate … $500 Tax Rebate for professional services rendered at Puerto Rico and the tax requirement to enforce a $500 Rebate on their withholding tax calculation, of which they are exempt on the first $500 of earnings per natural year. 

Taking example if we receive an agent, lawyer or any other professional fees, invoice e.g. 1,000USD the system should be able to not consider the first 500USD on WHT calculation from the total invoice amount and to the rest apply the 10% withholding tax.
