Is there a way to curate a list of users (JE creators / approvers) for journal notifications

Summary:

Currently all users in the users and power users roles receive JE workflow notifications even though a particular user may not need the notifications. The out of the box notification delivery is limited in that each user will need to ignore the workflow notifications via user preferences. Is there a way to curate a list of users (JE creators / approvers) for journal notifications? This would avoid all users from getting inundated with JE workflow notifications and only users that want to receive the notification to receive them.
