Control Billable Flag by expenditure type

Hi,

We want to control which costs are billable or non-billable by expenditure types rather than by the billable flag on the Task. Is the best approach for this to use a Resource Breakdown Structure with Billing Control that uses resources tied to expenditure types (& exclude non-billable expenditure types)?
