"The value of the attribute Owning Organization isn't valid." error - Import Project FBDI

We received this error message from Import Project FBDI: "The value of the attribute Owning Organization isn't valid.". The FBDI create 39 projects on different business units. Out of the 39 projects, only 2 of the project failed with the above error and the rest of the 37 projects were created successfully. All of the 39 projects have the same project information except the business units (defined through project template).

Did anyone face the same issue like us? We have reported this to Oracle helpdesk 2 weeks ago but still no luck.
