Avoid picking rule with preapproved

Pick slip created based on work order and warehouse manager confirmed the pick slip. Here production team requires to confirm whether the shop floor really received the item or not. Here currently pick slip is preapproved, however the production team requirement is either to have acceptance/approval required for the pick slip movement request from inventory team. Hence is there any way to create pick slip movement request from work order with incomplete status not with preapproved status.
