Stop Sequence displayed Incorrectly

Summary:

It has been seen that sometimes while building a shipment, either via a multi-stop buy action or a bulk plan, the stop sequences are being displayed wrong. It appears the stop type is being assigned appropriately to the correct stop number, however the stop sequence is being displayed as shown below in an example of stop 3, 1, 2. Also, rate records are not being recognized as we believe the system thinks the shipment is originating at stop 3 and not stop 1. This has only been noticed since the 24B update.

Has there been any bugs logged for this already, and if so, when is there an intended fix?
