Carryover remaining balance amount is incorrect

Summary:

Why is the remaining balance 40 when on the right, it is showing 80 hours? It should be 80 hours but why is 40 displayed. Can someone please advise on how to correct this? I tried running withdrawl ESS and calculate accruals ESS effective enrollment start date and effective today but no luck.
