Unable to backorder a sales order

Summary:

We are receiving an error: You must enter a quantity that's the same as or less than the maximum quantity of 0. The quantity entered is 4,740. (WSH-2460639)

We are trying to backorder a shipment line which is in staged status. But it is throwing the above error.
