Overhead not calculated for Work in Process Negative Material issue transaction

We are using Perpetual Average Costing. We have defined accounting overhead rules to include the overheads based on WIP transactions.

Defined Accounting Overhead rules to include Production Overheads based on WIP Issue and WIP Completion transactions. The Overheads are getting calculated for these 2 transactions as expected.

But the overheads are not absorbed for the Work in Process Negative Material Issue transactions. These transactions are performed for the Standard work orders not for Rework or Transform work orders.
