Can the inclusion property functionality work one way?

We would like to use the inclusion propety for a property in a subscription but we would like it to only work one way i.e. it would 'include' a node in a target viewpoint when marked "TRUE" in the source viewpoint but it would not 'exclude' the node in the target when marked "FALSE"

As workaround I had suggested to our customer that we can set up the inclusion property in the subscription, and not allow delete/removes in the target viewpoint. However our customer would to still have the ability to delete or remove from the target in expectional circumstances. Therefore can an alterantive workaround be provided for setting up the inclusion property 'one way'.
