Request Cycle Count Function

Summary:

Need to know what "Request Cycle Count" on the Manage Item Quantities page actually does.

We do not want users to have the ability to modify or kick off cycle counts when they should not have access to this. Even when there is the bare minimum access provisioned, users have the ability to use the option.
