FND attacements in BI Report - HCM

We have a case where we need to insert attachments in BI notifications of uncatalogued learning requests. We even found a forum teaching it and managed to replicate it on responsive pages, but we migrated to Reedwood and did the same process, but without success.
We noticed that these attachments inserted in the VBCS pages are not generating the dm_document_id in the FND_DOCUMENTS_TL table at first, this data is only generated after an attempt to update the attachment.

When inserting the attachment in the request, the repository is not even created.

We opened an SR for verification, but if anyone has experienced this and can share the solution I would be grateful.
