Absence Entry Validation Database item for fetching on effective date balance

Dear Experts,

We have a requirement when Annual leave balance is exists employee should not apply for Unpaid leave. If employee submitting for back dated request Suppose in the Month of January 15th, If Annual balance as of effective date shows as Zero he should submit Unpaid Leave. Even those he has accrual balance on 30th of January.

Upon checking with technical team, they are saying that it is not possible as Annual leave accruals are as monthly basis and system will give the balance as on start date or end date of the month. But it can't give balance as on Effective date.
