Summary:

Unable to create surrogate response for commercial stage using REST APIs for two stage negotiations. I am able to create the surrogate response for technical stage and submit the responses for requirements. But I want to submit the response to line items through REST APIs, for which I believe I must create a surrogate for commercial stage which I am not able to do.

Note: I am able to submit the response for single stage negotiations including responses for requirements and line items without any issues.
