How to create an anniversary term plan for Birthday plan

Hello Experts,

We have a requirement to create a Birthday plan such that employee gets enrolled to the plan as of their first birthday after their hire date and accrues 1 day of absence as a frontloaded plan. Employee can use this accrued absence any time in the year until their next birthday.

To achieve this, I created a Accrual Plan with Anniversary term and added attached formula to Enrollment Start Rule. But plan was getting enrolled on the hire date itself. Then I added the same formula for Anniversary Event Rule as well. But still the plan is getting enrolled on the hire date.
