Send Email On Update Rule - Not sending email to preparers if reviewer adds an comment

Hi All,

We are trying to trigger email notifications to preparer when approver adds a new comment and vice versa.

For achieving this, we tried to use send email on update rule if comment count is greater than 0. In this case, reviewer is receiving email immediately is preparer adds a new comment and submit the reconciliation. But preparer is not receiving any email if reviewer adds a comment and approve the reconciliation.

However, if we specifically adds the preparer email in "email address" field by creating the rule at profile level, then we are receiving emails. But, we want to use this rule at the format level so that it applies to all profiles and at format level, we cannot specify specific emails.
