Work terms records are required massage when trying to update department

Hi,

I try to update department to employees

I use this HSDL template that looks like this

but I get an error

Work terms records are required when you create or update assignments.

As I understand terms records= Assignment number with T after the initial letter

so I don't understand why I got this massage
