Limit Allocation Quantity

Our users would like to have a standing single order with say 1000 of an item. But they want to have just 100 allocated and shipped per week. Is there a way to set up allocations within wave run to limit quantity that gets allocated regardless of inventory level? (not sure I support this approach but want to know if it's even possible).
