Is it possible to use the previously approved baseline budget to configure my ApprovePlanVersion?

I want to know if it is possible to configure a workflow where a specific group of people is considered in the following situations:

  1. When the first baseline budget is approved.
  2. When a new budget is generated and the raw cost exceeds the previously approved baseline.
