Learning Assignment Withdrawal rule not working as expected

We have below requirement from client,

Scenario 1 - If learner withdraws a course/specialization then it should go for approval.

Scenario 2 - if learner withdraws from any offerings, then it should be self-approved.

Approval rule for scenario 1

The approval transaction is failing with this rule setup with error " no approver"
