Ability to stop transfer specific inventory cost element distribution to projects

Summary:

We have enabled PDSC opt-in and enabled inventory tracking by project in the inventory organization. Sales Orders are created with project/ task reference for this inventory organization as fulfillment organization will have an option to fulfill items from common inventory pool or items that was project transferred from common pool to project/task referenced in the sales order. When this transaction is costed and imported to projects, we want to strip off the overhead components and import only material and resource components.
