Default security role to quality issue

Summary:

Is it possible to default a role to the security tab when creating a quality issue? Business case is that we have the users in the quality department that need access to all quality issues. As part of the quality process we want to give other users access to only specific quality issues e.g. suppliers.

Our plan is to have a custom role for the quality department that will get added to all the quality issues and then as required add other users to specific quality issues as required.

From my reading of the documentation you would have to add the quality department role to every quality issue to change it from public.
