360 peer review participants not showing in OTBI report

I am trying to create a report to show the name of the peer participant and status of the task for a 360 document. The only names that I can get to appear are the employee and the manager. For the setup we set the view participant names and roles to "No" thinking this would only hide from the employee being evaluated. Could this have an affect on the report not showing the peer names that the manager would have added? Any ideas on how to get those names to appear in a report?
